'Adding new outline topic' should be made smoother

I currently have to scroll all the way down through earlier topics to add a new topic. It would be easier if the button would be at the top of the list and not at the bottom. Alternatively, a small hovering "+" button could appera next to a topic when hovering the cursor over it, to add a new topic under it.
